A builder's quote is easy to read and hard to understand. The total is clear enough. What is far less clear is what that total does and does not include, where the assumptions sit, and what will later arrive as an extra. Why a quote is harder to read than it looks
Most homeowners receive two or three quotes, compare the bottom lines, and pick one. It feels like a fair comparison. It rarely is. The number at the bottom of a quote is the product of dozens of decisions the contractor has made about what to include, what to leave out, and what to assume, and those decisions are usually invisible on the page.
Two quotes that look close on the total can be built on completely different foundations. The cheaper one may simply have excluded more, which surfaces later as cost. What an independent quote review looks at

Inclusions and exclusions
Exactly what is covered, and just as importantly, what is not. Exclusions are often where the real cost risk hides, because they become your responsibility without you having planned for them.
Assumptions and allowances
Provisional sums and allowances are estimates for work not yet fully defined, for example a kitchen or bathroom before you have chosen it. They are placeholders, and the final figure can move. A review identifies where the quote is resting on assumptions that may not hold.
Scope gaps
The items that should be in the quote but are not. Missing trades, undefined finishes, and work that has fallen between the drawings and the pricing. These gaps rarely disappear. They simply reappear later as variations.
Pricing and programme
Whether the rates and the timeline look realistic rather than optimistic. A quote that is too keen on either can be as much of a warning as one that is too high.
Questions to raise before you sign
The specific points worth putting to the contractor while you still have leverage, which is before you have committed. How a builder answers these tells you as much as the quote itself.

There are now tools that scan a quote and compare a figure against a regional average. They are useful for a quick sanity check, and no more than that. What they cannot do is read the context of your particular project, understand your priorities, or tell you which of the risks actually matter for you. A number that looks high can be entirely justified. A number that looks fine can hide a serious gap.
